либерализация экономики
Процесс освобождения экономики от чрезмерного управляющего воздействия государственной власти на рыночные механизмы, — воздействия, сковывающего внутренние силы рынка, как самоорганизующейся, саморазвивающейся и самонастраивающейся системы. Его основные направления: дерегулирование хозяйственных отношений между экономическими агентами (субъектами рынка), а также между ними и государством, либерализация цен, либерализация внешней торговли, приватизация государственного сектора экономики, расширение самостоятельности каждого человека в принятии им экономических решений, и др. Теоретическую основу этого процесса дает концепция экономического либерализма(См.). Последний крупный исторический пример либерализации экономики дал состоявшийся на рубеже 21-го века переход почти трех десятков стран Европы и Азии от централизованного планирования и управления экономикой (социализма) к рыночной экономике (капитализму). Его изучение составило предмет новой науки транзитологии. Он происходил по-разному в разных странах, по-разному определялись приоритеты среди перечисленных направлений, но в целом общие закономерности перехода от социализма к капитализму, от плана к рынку проявились как тенденция общемирового значения. Например, в силу сложившихся обстоятельств, в России первым актом либерализации экономики было освобождение большей части оптовых и розничных цен 2 января 1992 года, одним из следующих актов – либерализация внешней торговли, а затем, с 1 июля 1992 года – введение внутренней конвертируемости рубля. Массовая приватизация, начавшаяся с небольших предприятий торговли, развернулась в 1993-4 годах. В других странах последовательность событий могла быть, разумеется, иной, но общие принципы – те же. В 1992 году противники реформ выдвиули против правительства Е.Гайдара обвинение, будто бы оно руководствуется дилеммой: «либо рыночная экономика, либо государственное регулирование», то есть стремится к полному устранению государства из экономики. Это показывает глубокое непонимание того, что такое либерализация экономики. На самом деле тогда дилемма была в другом: либо централизованная система планирования и управления экономикой, либо рыночная экономика. И сегодня можно утверждать: она решена. Россия стала признанной во всем мире страной рыночной экономики. Что же касается регулирования, то никто и никогда его необходимости для рыночного хозяйства не отрицал – вопрос в мере и эффективности использования. Строго говоря, вопреки широко распространенному мнению, цель либерализации экономики - не «устранение государства», а наоборот, совершенствование инструментов государственного регулирования в рыночной экономике и улучшение их практического использования в целях преодоления «провалов рынка» (см.),а также общего повышения эффективности экономической системы. В «Программе углубления реформ» подготовленной Правительством в 1992 году, говорилось: «Либерализация экономики означает ограничение возможностей вмешательства государства в процессы ее функционирования. Ставка делается на саморегулирование и самоорганизацию. Правительство имеющимися в его распоряжении средствами может лишь направлять естественно протекающие процессы, удерживая в определенных рамках их негативные последствия и ускоряя появление позитивных результатов». Не устранение государства из экономики, а ограничение возможностей вмешательства. Не «планирование и управление» по постановлениям ЦК КПСС и по «мудрым указаниям» очередного вождя, как было некогда, а способность «направлять естественно протекающие процессы». Это и есть сущность длительного процесса либерализации экономики, который в России еще далеко не завершен. К тому же, нельзя считать, что он необратим. Об этом говорит опыт. После т.н. программы Грефа (2000 г.), предусматривавшей важные шаги по дальнейшей либерализации экономики, примерно в 2005 году был осуществлен поворот экономической политики – началось обратное расширение государственного сектора экономики. Пока неясно, надолго ли это, но процесс либериализации российской экономики требует продолжения. См. Born into a prosperous Jewish merchant family, Mond studied at the Polytechnic in Cassel and then under the distinguished chemists Hermann Kolbe at Marburg and Bunsen at Heidelberg from 1856. In 1859 he began work as an industrial chemist in various works in Germany and Holland. At this time, Mond was pursuing his method for recovering sulphur from the alkali wastes in the Leblanc soda-making process. Mond came to England in 1862 and five years later settled permanently, in partnership with John Hutchinson \& Co. at Widnes, to perfect his process, although complete success eluded him. He became a naturalized British subject in 1880.

In 1872 Mond became acquainted with Ernest Solvay, the Belgian chemist who developed the ammonia-soda process which finally supplanted the Leblanc process. Mond negotiated the English patent rights and set up the first ammoniasoda plant in England at Winnington in Cheshire, in partnership with John Brunner. After overcoming many difficulties by incessant hard work, the process became a financial success and in 1881 Brunner, Mond \& Co. was formed, for a time the largest alkali works in the world. In 1926 the company merged with others to form Imperial Chemical Industries Ltd (ICI). The firm was one of the first to adopt the eight-hour day and to provide model dwellings and playing fields for its employees.

From 1879 Mond took up the production of ammonia and this led to the Mond producer-gas plant, patented in 1883. The process consisted of passing air and steam over coal and coke at a carefully regulated temperature. Ammonia was generated and, at the same time, so was a cheap and useful producer gas. Mond's major discovery followed the observation in 1889 that carbon monoxide could combine with nickel in its ore at around 60°C to form a gaseous compound, nickel carbonyl. This, on heating to a higher temperature, would then decompose to give pure nickel. Mond followed up this unusual way of producing and purifying a metal and by 1892 had succeeded in setting up a pilot plant to perfect a large-scale process and went on to form the Mond Nickel Company.

Apart from being a successful industrialist, Mond was prominent in scientific circles and played a leading role in the setting up of the Society of Chemical Industry in 1881. The success of his operations earned him great wealth, much of which he donated for learned and charitable purposes. He formed a notable collection of pictures which he bequeathed to the National Gallery.

Ilgner graduated from the Gewerbeakademie (the forerunner of the Technical University) in Berlin. As the representative of an electric manufacturing company in Breslau (now Wroclaw, Poland) from 1897, he was confronted with the fact that there were no appropriate drives for hoisting-engines or rolling-plants in steelworks. Two problems prevented the use of high-capacity electric motors in the mining as well as in the iron and steel industry: the reactions of the motors on the circuit at the peak point of stress concentration; and the complicated handling of the control system which raised the risks regarding safety. Having previously been head of the department of electrical power transmission in Hannover, he was concerned with the development of low-speed direct-current motors powered by gas engines.

It was Harry Ward Leonard's switchgear for direct-current motors (USA, 1891) that permitted sudden and exact changes in the speed and direction of rotation without causing power loss, as demonstrated in the driving of a rolling sidewalk at the Paris World Fair of 1900. Ilgner connected this switchgear to a large and heavy flywheel which accumulated the kinetic energy from the circuit in order to compensate shock loads. With this combination, electric motors did not need special circuits, which were still weak, because they were working continuously and were regulated individually, so that they could be used for driving hoisting-engines in mines, rolling-plants in steelworks or machinery for producing tools and paper. Ilgner thus made a notable advance in the general progress of electrification.

His transformer for hoisting-engines was patented in 1901 and was commercially used inter alia by Siemens \& Halske of Berlin. Their first electrical hoisting-engine for the Zollern II/IV mine in Dortmund gained international reputation at the Düsseldorf exhibition of 1902, and is still preserved in situ in the original machine hall of the mine, which is now a national monument in Germany. Ilgner thereafter worked with several companies to pursue his conception, became a consulting engineer in Vienna and Breslau and had a government post after the First World War in Brussels and Berlin until he retired for health reasons in 1919.
